OK. Tell him that it does not have to be vented if the sinks drain pipe taps the main house drain pipe before: 6'-0" for 1 1/2" pipe and 8'-0" for 2" pipe. If the run is longer than that, it has to be vented according to the International Plumbing Code, which is what I think Boston is using. The problem with tapping the main house vent is that you have to tap it above all of the fixtures on the top floor. The vent stack is probably the same as the poop stack for the toilet, therefore you want to try and avoid filling the dishwasher with poop. After all of that is considered with the new location of the sink, it might be cheaper to run a dedicated vent through the roof. If you can avoid putting a hole in the roof I would recommend doing so. It might not be feasible though.
What does it mean if it is not vented properly? It will drain slower, be more prone to clogs and make a sucking noise off and on while it is draining. Personally, my home sink is not vented properly and it does not have problems draining or making the noise.
