I once got a letter from the State of Illinois informing me that I owed them 0.00 dollars, and I would, in addition, be assessed a percentage of that every month until I did pay.
I was tempted to send them a check for $0.00, but I just ignored it.
I'm sorry the car has problematic, but glad that it was fixed without you or prosicated or anyone else being hurt.
