basically pinging every IP address in a subnet saying "Hi, are you what I wanna talk to? if not then what are you? Gimme some infos..."
It's not something a client should be doing, and used to be the first thing a hacker would do on gaining access to a network, so it kind of sets off some alarm triggers.
Of course these days you'd have to be an idiot to do that has a hacker, but hey. We still watch for it.
